Unable to send SMS or make outgoing calls

Today I have been unable to send SMS (I have been receiving them) and I can't make outgoing calls even when connected to WiFi. I have reset my phone including network settings, turned the phone off and on again and removed and replaced the sim with no success. What could be the problem?

It just says 'our network can get busy in your area' I have never had this issue before and it won't even send SMS or make outgoing calls on the WiFi, would that be the only cause? Or could it be my phone settings?

Are you able to try the sim in another unlocked phone because if you can and the same happens that might rule out phone issues as it could be the issues on the network causing these issues.
