@Jasq Yes it's legit, Jibe are the company that Android use for the RCS messaging function.

If you don't use the RCS messaging service then you can turn it off in the message settings.

@Jasq In that case it might be that someone has accidentally put your number in when trying to register with Google, you can remove your number from the service via this link(scroll past the first option as that won't apply to you), https://messages.google.com/disable-chat
