Data Roaming znot Working

My daughter has a Iphone 16 Pro Max, she has travelled to Iceland and her data roaming isn't working, she's able to make phone calls but that's it, I have set the spend cap to £20 so it's not that

Can anyone help please?

My son had the same issue over the last few days but in Belgium, No access to data
