Have you turned mobile data and roaming off and have you made no phones calls or sent any text messages ?

Roaming was off, but I didn't make a call or send a message. If someone sent me a message, would it have activated it?

Hi @Meltem1 sending texts and making calls activate it but receiving shouldn't.

edit. Have you checked your bill for extra charges ?

I called to ask from abroad why I've been charged even I didn't use the roaming, she hang up on me and now I cannot use my phone, cannot make a call!!! I'm in a different country without phone

What country?

Costs can be incurred quite easily if your device has connected to a cellular network. (Data/Calls/Texts will trigger it)
