Is there a time period after receiving my sky moble that I have to port over my old number. For example if I activate Sky number now can I port over my old number 2 weeks after?

No, whenever you like.

The time limit is when you get the pac code and how long that is valid for. (28 days I think)

A Pac code that you need to transfer the number lasts 30 days from when it is sent to you, if you have't moved the number within this timescale then you would need another pac code but that apart you can move the number anytime you want so long as it is still active on the other network.
