Text Notification of Country when Abroad

We've just returned from a trip to the Caribbean via Puerto Rico, on a cruise ship. I only received one text notification when arriving at a new destination whereas my wife received one every time we moved on. So I had one text message and she had nine, one for each port of call country and Puerto Rico twice. Can't think of anything I've done (or not done) to stop the notification texts reaching me. Any ideas why this has happened would be appreciated!

PS this is what I expected but only happened once for me.

When you land at your destination, you should receive a welcome text from the provider which outlines the roaming charges for using your phone in that country.

Nine possible occurrences but only happened once for me.

FYI we both had data roaming turned off during our trips programme and we had wifi access on the ship, so internet emails what's app Facebook etc all worked fine.
