Why are my services currently being restricted when my payments are up to date

Are your mobile services actually restricted or just access to your bills etc?

If it does what service do you have and what is happening ?

When I click on upgrade it tells me about service restrictions. My bill is up to date.

Does it say that your services are restricted or that the page is restricted ?
