You request a PAC code from EE and then give it to Sky to transfer your phone number.

Yes you can as you just transfer your numner to Sky as per this:

Buy the Sky sim

Activate it when it arrives but do not put it in your phone.

Get pac code from your current supplier

Give Pac code to Sky

When your current sim stops working insert your Sky sim in the phone.
