i did a credit check to buy a second phone from sky and it was successful however my phone locked and i have background app refresh off so i had to refill my details and re-do the credit check and when i done the second time it failed how and why

Probably because the second check found the previous check. (And has failed because of it)

Nope as this is an automatic process that is run when an order is placed.

You could try to see if they can retrieve your first attempt at placing the order after you had past the credit check.
