Son is in Canada and cannot use his phone when not on Wifi

Phone worked in Spain a few months ago, but in Canada he can only connect when on Wifi. I have upped the spending cap so he can use abroad. Any ideas? Tried the online steps but won't help

There was an issue for customers travelling in Canada last week which Sky resolved
