Disappointed I bought a 4k TV that only allows 4k of UHD channels.

A UHD television always upscales lower definition content: if it didn't then most of the screen would be empty

I would not be surprised if the 4k output from HDMI sources is also downscaled

An HDMI source is only be native UHD if both the device and the content is: for example 4K Blu-ray. As noted above, Glass will be UHD no matter what the content is.

Current is what is currently showing and optimal is the native resolution of the source. If both are the same then you're getting the full resolution, which, in your photo, you are getting full 4K of 3840x2160 at 30fos.

720 and 1080 have to be upscaled to fill a 4K panel otherwise there'd be a whole lot of empty space on screen.

Native UHD content doesn't require upscaling.
