I have Sky Glass and need an optical output so that I can connect it to my hearing aid blutooth device as I am profoundly deaf.

I have read that if I use the eArc HDMI it disables the TV speakers which means nobody can hear the TV is this correct?

Does anyone know of a sound bar that has optical OUTPUT so that we can all hear the TV. I dont want to spend mage bucks either say £150ish.

I'd think that's unlikely as a feature.

You could try an (e)ARC extractor which presents both HDMI and optical audio sockets, then see if that can output to both a soundbar with HDMI in and the broadcast unit for the hearing aids.
