Are you signing in/requesting the code using a browser? If yes then try incognito mode &/or a non Chrome related browser like Firefox. It sounds like the same problem some Microsoft users have & using a non Chrome related browser worked for them.

Have you looked in your messaging apps spam folder in case the verification text has ended up in it ?

Check your phone isn't blocking unknown numbers. Go to Settings > Messages > Unknown & Spam > Filter Unknown Senders > Turn off.

If you use message filters on iPhone, make sure all messages are visible. Go to iMessage > Filters > Change to All Messages.

Turn off any VPNs.
