To add international calls you need to call Sky and take the Sky Talk International Extra tariff which is £18 per month. There isn't a tariff which includes premium rate numbers.

You can dial them by default. They don't need to be added. But if you want international calls to be included in your call package, you'll need to subscribe to the Sky Talk International package as @Daniel0210 posted.
