      <description>&lt;P&gt;There is no dial tone when I lift up the receiver, and whenever calls come in the line just crackles. I've been through all of the troubleshooting steps but the problem persists. We had this issue a few years ago and the issue was with the external phone lines.&lt;/P&gt;</description>
