As @oldfella indicates, it's unlikely to be within the remit of Openreach to remedy that unless you can demonstrate they carried out a negligent installation: for example not allowing a drip loop. Even then, there's not any straightforward way of getting an ISP to book an Openreach investigation without an actual broadband or voice telephony fault.

My sky installation works well had been in 2 years.this is an old cable from previous people not capped off

@Alicechris In that case it's not a problem related to Sky, get a local builder or handy man to seal the hole or do it yourself with some silicone sealant.
