The relevant Sky Help page says:

" At the moment, we can’t cover everyone for their home insurance. Getting a quote could depend on a few things. Such as your claims history. The size of your property. Or the area where you live. It could be for those reasons that we can’t cover you right now. But as we continue to grow, we aim to make Sky Protect available to more and more people. So, even if you can’t get a quote today, make sure you check again in future. "
