Hi @Honfleur from the voicemail pages, would suggest yes it triggers it.

"Using voicemail abroad (all plans) – when calling from outside of Europe, roaming call charges to UK landlines apply, unless you're using Roaming Passport Plus, then you'll be charged the same rate as you would in the UK."
