You should not be charged. Openreach have an obligation to provide,a phone line to your home.

I had similar work done some years ago at no cost to me, to replace the phone cable to my home, involving my front garden and 100 metres of the public footpath outside my home being dug up.

Mark39 thank you for quick response I've re read my post and realise that I haven't said that the phone line access was for Openreach to put fast fibre cable through the duct pipe. Original build of the 20yr old house drive way up to the wall the phone line box is on, seems

to be tarmac 10cms deep BT man could find Pipe or loosen the phone cable.

So far as I know, there's no additional cost for the work required for intallation of fibre, except for Fibre On Demand which I don't believe Sky offers (and would be agreed upfront and run into £thousands!)

@EdmundBlackadder

The only circumstances in which you'd incur additional cost is if you've been quoted for and accepted ECCs (excess construction charges). For provision of non statutory service, Openreach typically covers about £3K of investment as it's their own network which they are expanding.
