Try getting the Sky website to send the APN (internet) settings to your phone and save them when they arrive and then reboot the device to see if it will then connect to the Sky mobile data network.

Are you sure that it's an unlocked version and compatible with UK cellular data networks? 'Grey imports' can be problematic if they haven't been specified and built for the region in which they end up being used.

Did you resolve this? I've just bought the UK Surface Duo and also can't get my sky mobile sim to work for mobile data. Phone calls fine and can send and receive texts . When I try to get the data configuration sent to me via the sky mobile site the message never arrives

Also tried manually entering from the details provided and didn't work. The field names to complete don't match exactly so hard to tell which should be entered, etc.

I've fixed it! Used the settings found here instead https://www.apnsettings.org/uk/sky-mobile-uk/ taking particular note of where it said 'default' for the APN type.
